With the developing of internet and telecom technique, the requirement for video transferring becomes more and more diverse. Conventional video coding technique processes video sequence at the certain bit-rate to compress it as much as possible. But such a coding system could not provide the bit-stream that could be adapted to the different user requirements and transferring conditions. So it might not very suitable for the current network transferring.SVC (Scalable video coding) technique is such a new technique that just be proposed to overcome the shortage and insufficiency in the conventional coding system. It could generate a bit-stream that could be adapted to different requirements without transcoding. The domestic research in this field now mainly focuses on the FGS (fine granularity scalability) technique that based on DCT (discrete cosine transform), while few attentions have been put onto research interests relevant to DWT (discrete wavelet transform).Because of such a state, this dissertation made a fairly deep research on the basic techniques in the current SVC algorithms by reading a lot of relevant references. On the basement of researching, the designing of a codec system that could provide several scalabilities at the same time has been proposed and implemented on software platform. Although the performance of the current system is not very ideal, but it has already could provide the bit-stream that could adapted to the modifications of simulated user and network requirements parameters without transcoding. In this sense, the system has already met the original request of designing.
