Long term evolution (LTE) is the 3GPP to develop fourth-generation communications technology with some of the characteristics of mobile communication systems. To OFDM / OFDMA (Orthogonal Frequency Division Multiple Access, Orthogonal Frequency Division Multiplexing Multiple Access), MIMO technology (Multiple-Input Multiple-Output, Multiple Input Multiple Output) and SC-FDMA (Single Carrier FDMA, single carrier FDMA) for the core technology, with the flexible bandwidth allocation, high data rate, low delay, low cost advantage quickly became the focus of the industry, which is regarded as the evolution from 3G to 4G mainstream technology, and position the trend for the next generation mobile communications. Therefore, this thesis with LTE system as the background research on radio resource management.This paper firstly introduces the LTE technologies, including its work principle, implementation mechanism, technical features, technical advantages and development status, and according to the needs, also made corresponding presentation for several other key LTE technologies. Secondly, taking into account the mutual influence of the within relationship between the overall operation of the resource management, the actual resource management was neither seen as a single network planning, nor a single algorithm researching. So, this paper will focus on the following two aspects:In the part of the network planning, based on the existing planning approaches, this paper gave a more detailed explanation for the difference problems of the networking planning between the LTE and the existing system, and researched for the specific planning approach. At last, according to the relational theories of the LTE planning and combining actual planning areas in our school, the paper gives network engineering examples for our school. In the examples, the paper made a detailed network planning for this area's, designed the planning scheme that structure the LET net of our school. The output results of the simulation demonstrate that this planning can achieve teachers and students'normal service in the school; it has bound practical and guidance significances. The allocation of resources in a system is the most major researching, the algorithm on the allocation of resources is proposed in the basis of the researching, and the analysis results demonstrate that the proposed algorithm can achieve better solution with lower complexity. It can get better performance between fairness and improve system capacity.
