In recent years, many unsafe events occurred in the community. So video surveillance technology, as an effective means for security, is widely used in many ways of social life. And video surveillance technology is more intelligent. Moving target detection and tracking are key technologies of video surveillance technology. Because of the difference of environment or function, moving target detection and tracking algorithms have existed. This topic is doing research on moving target detection and tracking algorithm under the condition that a single camera is fixed and targets are moving. In this paper, a moving target detecting and tracking system is designed and implemented.The main work is as follows:(1) Introduce the relevant digital image processing techniques and theory, especially moving target detection and tracking algorithms and principles.(2) Briefly describe the development process of embedded system, including system hardware, software platform and development environment.(3) Design the overall system including image fetching, image decoding, image preprocessing, moving object detecting, moving object tracking and so on.(4) Moving object detecting algorithm based on simple background model, single Gaussian background model and mixture Gaussian background model has been implemented. And then moving object prediction tracking algorithm has been implemented using Kalman filter. Finally, the entire system is transplanted on ARM9 development board to realize a embedded system.
