Intelligent weighting monitor system is widely used in steel,coal,logistics industry and so on,it keeps normal running through control signals which were acquired through sensors with pressure signals,then stores weigh,vehicle and other information on computer system,and upload these information on the central database server to realize the data share.By introducing and utilizing computer technolo-gy,communication technology and auto-control technology,enterprise informati-onalization is come true.For the furture developmental need of vehicle monitoring and vehicle vadility,many intelligent weighting monitor systems introduce the licence plate recognition technology which is an extremely important issue in transportation management field that has the important theoretical significance and practical application value.This paper is deeper research the car identification based on image processing,and then as a basis to realize the design of intelligent weighting monitor system,the main job of this paper is as following:(1)plate location method:this paper adopts the improved K-means clustering to implement the segmentation of color vehicle images segmentation, then combines the geometry and textural features of license plate area based on the image connectivity to get the rough candidate plate regions,at last using the H component character to verify the validity of candidate plate regions and ensure the color of plate.(2)license plates segmentation algorithm:after enhancement processing,iterative threshold for the plate area to separate the characters and background,this paper uses the Hough transformation and lines scan to correct tilt,remove frame and rivets,and then uses the improved projection to pick out every single character based the order of plate characters to eliminate the disadvantage for the dot between the characters.(3)character recognition algorithm:by extracting statistic characterization and coarse-mesh characterization as the recognition character for the same size character,then the system gets the recognition character using template matching based on statistic characterization and the least distance squares between images respectively.Experiments show the former method is good for digits and letters,but is not good for Chinese character,the later method has good canrobustness and adapts to all kinds of character recognition.(4)design of intelligent weighting monitor system:this paper introduces the system structure,and software design based on Delphi and Sql Server2000 which includes the following contents:communication design of weight instruments and digital input/output module,video monitor system,ADO database interface,user interface design and report form.
