A citizen’s political participation situation can reflect the height of political civilization of a country; it is one of the important indicators to measure the political modernization. Political modernization is an important part of socialist modernization; therefore, to realize socialist modernization we must keep a watchful eye on citizen’s political participation. For contemporary China, political participation reflects the essence of socialism that Chinese people are master of the country, to participate in national affairs according to law. With the reform striding forward to deep waters, and increasingly quickening steps of comprehensively prompting the rule of law, it is an urge that the public involve themselves more in the process of socialist modernization.Tibet Autonomous Region is one of the border areas of the country; its special situation determines the complexity of the citizen’s political participation problems in this area. Since the democratic reforms in Tibet from the year of 1959, earth-shaking changes have taken place in all respects such as the politics, economy, culture, and people’s livelihood. With the establishment of the system of regional national autonomy, especially the practice of reform and opening up policies, Tibet step in modern stage of development gradually, and the transition from a traditional society to a modern society is accelerating continuously. In the process of transition and development, the imbalance problems in the development of democracy at the grassroots level also emerged. This article choose Chengguan District Jigangbeng Neighborhood Committee in Lhasa and Ngamring County Ningguo Village in Shigatse as objects of study, take a comparative analysis on urban and rural citizen’s political participation situation in Tibet Autonomous Region through research perspective, find the problems from the identity and diversity of the citizen’s political participation at the two areas, and make constructive suggestions for the problems.
