But at the same time, agricultural development is also facing a series of new challenges and pressure. Especially with the accelerated industrialization, urbanization and agricultural modernization, informatization, rural subjects of interests, the interests of the majority of the villagers increasingly diverse demands of an increasingly widespread, put forward the new challenge to the traditional mode of rural grassroots governance.Tibet is located in China’s southwest border, border ethnic areas, a strong religious atmosphere, poor areas contiguous focus, anti separatist struggle in the first line and the main battlefield. According to statistics, as of the end of 2013, Tibet has a total resident population of 3120400 people, the rural population of 2380500 people, accounting for 76.29% of the total population; rural households 539800 households; the village(neighborhood) committee 5464. Therefore, the rural governance still occupies a very important position in the process of promoting the leapfrog development and long period of stability in Tibet. In 2011 October, Tibet village cadres to carry out work in the region.Since the work carried out in the village, more than 20000 cadres at all levels in the region of 5464 administrative village(neighborhood) to carry out the work, has made people get benefits, education of cadres of the good results. But the continued in-depth village to carry out the work, but also to the Tibet grassroots governance, especially the new challenge, the new problem of rural governance.In this paper, the huge impact of rural governance production to Tibet based on strong base Huimin policy implementation and change, to carry out research on Tibet rural governance. From the theoretical perspective, strong base Huimin activities, is the further improvement and innovation in the new period, the new situation of the traditional rural governance mode. But we should see, the innovation practice vitality in the rural governance to Tibet at the same time, also caused by the impact of the original management mode. From the results of the implementation of Tibet, strong base Huimin policy to build a strong grassroots organization, close relationship between cadres, improve public services, stimulating economic growth has made the beneficial attempt. Needs to be pointed out is, strong base Huimin policy to bring benefits to farmers at the same time, also brought some negative effects. We should to give full play to the leading role of the system at the same time, more should be strengthened to effectively mobilize the farmers autonomy initiative and creativity, and give full play to the initiative of rural Tibet, combined with the promotion of rural governance process. This paper put forward such as play the role of religion, the reform of administrative technology, optimize the educational structure, a series of measures to improve the infrastructure, economic support, improve and perfect the labor transfer, strong base Huimin policy, and further optimize the ideas and Countermeasures of Tibet rural governance.
