A Study On The Path Of China 's Consultative Democracy Development

The reports of18th CPC National Congress and the3rd Plenary Session of18th CPC Central Committee clearly put forward to build and improve China’s socialist deliberative democracy. To establish and perfect the Chinese deliberative democracy is the result of the value of the deliberative democracy, our country nationality, national conditions, the experiences and lessons of other countries and regions of democratization, also meet the needs of the situation in the world today. Since the Anti-Japanese War, Chinese deliberative democracy has accumulated a certain achievements in practice and theory through constant exploration and development. However, there are some problems and deficiencies in the process. Promote the development of Chinese deliberative democracy, it is necessary to overcome the insufficiency, based on its own, analysis and put forward to promote its development in the direction of the path and related measures carefully.This paper always adhere to base on Chinese situation in the process of analysising. Use of empirical research, historical analysis, literature research, comparative research and the analysis of the political structure-function and other methods. This paper mainly divided into the following several parts:The first part, talk about the connotation of Chinese deliberative democracy from different dimensions and summarize the concept of Chinese deliberative democracy. Analysis its characteristics and the importance of promoting the development of Chinese deliberative democracy. The second part, review the formation and development of deliberative democracy in China from the Angle of historical development. And analyze the current situation of deliberative democracy in China from the aspects of structure and function. The third part, analysis of the problems and deficiencies which are in the current Chinese deliberative democracy by using the analysis method of the political structure--function. Then analysis of the causes of problems and deficiencies from the angles of economy, politics, culture and so on. The fourth part, compare the Chinese and western deliberative democracy from the aspects of development background, the development power, theoretical basis. And analyze the structure and function of Chinese and western deliberative democracy. And explore the western deliberative democratic enlightenment to our country from two aspects of structure and function. The fifth part, put forward relevant suggestions and opinions to promote the development of Chinese deliberative democracy from the two aspects of path and concrete countermeasures.
