If democratic politics in China has made great progress in recent years, but it is undeniable that there are still many unfavorable factors affecting the process of democratic politics, the phenomenon of bribery in election is indirect harm to the larger one. Because our country against fraud legal loopholes in definition is not clear, to run the program, supervise mechanism failure and responsibility system is not perfect, make frequent fraud problems in China’s National People’s Congress on behalf of the indirect elections. How to improve the system of these holes, is related to the effective governance of the problem of bribery. Throughout the defects existing in the indirect elections in our country, the comprehensive outside countries and re gions in the advanced experience of prevention and control aspects of bribery, this paper tries to program operation and supervision in indirect election, responsibility and benefits management fraud countermeasures are put forward, in order to effectively control the fraud problems in China’s National People’s Congress on behalf of the indirect elections, the handling of buying the level standardized and institutionalized.
