Research On The Basic Public Service Ability Of Grassroots Government And Its Influencing Factors From The Perspective Of Equalization

The creation of a harmonious society, social fairness and justice, need to gradually realize the equal basic public services. Basic public services including social security, health, education, culture, housing, public security, employment, public infrastructure, environmental protection and other services. Among them, the social security is a key of people’s basic public services concerns the existence, it is also an important part of public service provided in service-oriented government. Therefore, in the process of promoting equal basic public services in the country and transition of the service-oriented government, the research of grassroots government social security work of the service ability and the influence factors is necessary.In this paper, the new public management theory, new public service theory and public sector performance management theory as the support, based on the theory of the balanced scorecard to build social security agency of service ability theory model and influencing factors of theory model, put forward four dimensional service ability and its five kinds of influence factors of the relationship between basic assumptions. By stratified cluster random sampling method, questionnaire survey among the organization agency personnel and insured personnel in every district and country, to use AMOS software test on the structural equation model and theoretical assumptions, indicates that the key factors affecting its service capacity in the order:human resources, cultural resources, institution building, financial support, the internal management. Put forward the feasible suggestions at the end, in order to improve service ability of social security organization agency.
