Since the modern times,Afghanistan is always being threatened by a series ofchallenges both external and internal constant.Therefor,it was multiple constitutionalreforms to consolidate the royal rule and promote democratization moderately.Inparticular,Mohammed Zahir who was the last king of Afganistan led to carrying outthe ten-year reforms which was famous of enacting new constitutions from1963to1973. Ten-year reforms improved the Afghan constitutional monarchy andstrengthened the power of the congress and gave people the various democraticrights.It has further constructed the separation and balance of powers.The reformwhich was rich and long has important influence on Afghan social and politicalreforms. It also has significance and function on promoting reconstruction andmaintaining peace and stability.This paper which begins with the domestic and international situation of Afghanistanin the early period of the ten-year reforms combines the Afghan royal’s environmentaland the demands to reform and analyzes the background and reason of the ten-yearconstitutionalism.It mainly expounds and dissects the primary coverage andimplement process of the ten-year constitutionalism and responses of all forces to thereform.It also summarizes the deep causes of failure of the constitutionalreform.Finally,it combines the challenges and difficulties which Afghanistan is facingnow when it begins to reconstruct peacefully and advises on the constitutional reformand peaceful reconstruction by using the experience and lessons of the ten-yearconstitutionalism.
