Evidently, the superintendent system for administrative legislation in the PRC has certain problems. The basic thoughts to solve the aforesaid problems are:establishing a powerful superintendent system by state power organ, a practical and effective administrative internal control system, a superintendent system for procedures with controllable process, an examination system by judicial authorities according to our national conditions, a liability investigation system with the principle of not missing any fault in order to guarantee the superintendent and effective operation of the administrative legislation.
