No matter in the history or at present, in the country or oversea, the behaviors of corruption and bribery are the common problems in human society, thus make the anti corruption and bribery a jurisprudence and political proposition which needs constant attention. Due to the natural legality and strong political overtones, people usually ignore the important connection among economy, economics and anti corruption and bribery. However the behaviors of "abuse power for personal gain" and its direct damages can normally present in an economic way. What’s more, the essence of corruption and bribery is the plunder and exchange of the limited resources, and the economic attribute of it cannot be underestimated. Besides the legal and political mission, anti corruption and bribery also have the economic mission——not only in the way that it can make up for economic loss and protect the economic order, but also in the inevitable economic test about whether the price of it is reasonable and whether the cost and benefit is matched. In another word, economic provide us a new view to examine the corruption and bribery and anti corruption and bribery, and a new criterion to judge whether the success of anti corruption and bribery is effective or not.In recent years, our country pay more and more attention to anti corruption and bribery, and the material and political inputs are considerable. However, the effect of it is not so satisfied according to the domestic and international repercussions. In the international rank of Corruption Perception Index, our country still belongs to the "comparatively corrupted" countries. The hot issue "biaoge" and "Fangshu" which is exploded on the internet recently evokes the question from the populace towards our country’s low-efficiency of anti corruption and bribery. Therefore, we need to introspect the reason why our country’s input on anti corruption and bribery failed to reach its expected effect and how to increase the efficiency on it. The background of this article is based on the current situation that the policy used upon anti corruption and bribery is invalid. Therefore I bring out the assumption that the cost and benefit of anti corruption and bribery is unmatched and find out the reason that caused this phenomenon. I also boldly propose a more effective and reasonable mode and eventually come to a conclusion.The main body of this article can be divided into4chapters:Chapter1is about the economic rationality of anti corruption and bribery; the discussion of the direct and indirect damages caused by the corruption and bribery, as well as the economic purpose of it in an economic perspective. Chapter2is the cost-benefit analysis of anti corruption and bribery. Through the data collected from the Supreme People’s Procuratorate report, Shanghai anti-corruption annual report and international organization, I elaborate the cost and benefit of anti corruption and bribery and analyze the profit on these bases. Chapter3is about the inhibited factor on the profit of anti corruption, including the low cost of crime, the lag behind of the system and the poor circulation of the international judicial cooperation. Chapter4is the strategic adjustment of anti corruption. By imitating the international experience, I come up with the specific emphasis on the anti-corruption, integrate the assumption on the organization of anti corruption.
