In recent years, China government is highly concerned about people’s livelihood issues. The CPC party also puts forward that, the improvement in the social security system should be accelerated based on social insurance, social relief and social welfare, especially on the basic pension system, basic health care system and minimum living standard security system. At present, the economic status is one of the main access requirements for most social security policies, while residents’ economic status verification has been the difficult problem of government work due to such factors as the way of income payment and the lack of a sound tax system. Most local governments in our country are still using the household survey, neighborhood access and other traditional ways which fail to meet the actual needs. People complain the failures of traditional ways, like a person who has a BMW takes the minimum living security. How to effectively carry out residents’ economic status verification is a tough problem. Therefore, the government is forced to find a new way to verify residents’economic status. As we know, the various types of income and property are stored by different departments and units. If these information could be shared and integrated, a scientific way of residents’ economic status verification would be built up. Shanghai is the first city in china to carry out the new way by sharing information to pick up the people who are not allowed. And now many local governments in other provinces follow. The residents’ economic status verification strengthens the execution of public policies, also promotes the credibility of the government.Based on the analysis of the WOG (Whole of Government) theory and the case study, this thesis suggests that residents’ economic status verification is a cross-department cooperation. The key is to integrate the information which owned by different departments or between the government and society. The integration of information resources need to linkage from top to bottom and inside to outside. A collaborative partnership should be established between departments in order to break the barriers to information and to eliminate information silo. Information share will bring the government policies integrated and process reengineering, which promotes the redistribution of power; in turn, the redistribution of power further promotes information share. From the WOG view, the main difficulty of residents’ economic status verification is how to integrate information as follows:the lack of the concept of information share, the lack of legal system, the lack of environment, the inconsistency of standards, information quality and safety problems, and etc. In Shanghai’s case, it shows some solutions to the problems:the superiors coordinate the consensus obstacles on cooperation; the information exchange programs and protocols solve the information interface docking standards and security issues; a temporary flexible way ensure the legality of the access to information; the integration of multi-department information guarantees information quality; to set the permission of information access safeguards information security. Information share, which changed the subjectivity and inaccuracy of the traditional household surveys, effectively improve the administrative execution. |
