| NIMBY conflict, which refers to "Not In My Back Yard", is an emerging type of environmental conflicts in China these years. Although NIMBY conflicts are caused by locally unpopular public facilities, which are useful to the whole society, the emergence of NIMBY conflicts reflects some changes of the relationship between the state and the society. This paper focuses on the questions as following:What are the reasons that cause the NIMBY conflicts in China? Why the existing institutions and policy making mechanism fail to resolve NIMBY? How to improve the effectiveness of the institutions?This paper studies the case of NIMBY conflict in Guangzhou and compares the cases in Guangzhou and Beijing, in order to figure out the reasons for NIMBY conflicts. The paper argues that the rising of society such as owner class, the fragmented decision-making mechanism and response strategy, the trust crisis of public to the government and experts’ policy-making model, are the main reasons for NIMBY in China. The paper further discusses the institutional factors that influence NIMBY conflicts, including the environmental impact assessment system, the compensation mechanism, the people’s representation system and the judicial remedies of environmental pollution. At the end of the paper, by drawing on the experience of Taiwan, the paper tries to find out ways to achieve institutional effectiveness, including just procedure, the proper role of government and the public participation. |
