The majority of the people in urban and rural grass-roots mass self-government organizations, the exercise of democratic election, democratic decision-making, democratic management and democratic supervision rights directly according to law, democratic self-government is the public affairs and public welfare undertakings of the organizations at the grass-roots level of self management and service, it has become a Chinese democratic practice most directly, the most extensive, steadily the building of grassroots democracy in the institutionalization, standardization and procedures, the deepening of democracy at the grassroots level in practice.At present, the process of reform and opening up Chinese has gone through30years, in this30years, the democratic construction at the basic level China has made many important achievements, there are also some noticeable problems. In the urban and rural community governance, public affairs and public welfare undertakings in the implementation of the self management, self service, self education, self supervision, is an important way for the people directly exercise their democratic rights in accordance with the law." Chinese grass-roots democratic theory is belongs to the theory of confidence mentioned from the18th CPC National Congress, is an important part of democracy theory of socialism Chinese characteristics. Theoretical research on Chinese grass-roots democratic theory, we realize the modernization and the great rejuvenation of the Chinese nation has important significance.Therefore, this paper explores the exploration and practice of Chinese grass-roots democratic theory from five aspects, the first part is the introduction part.
