At present, our country is in a special period of double transformation. which transforms from traditional society to the modern and planned economy to the market economy, this characteristic will cause big influence to all of our county, including political, economic, social and other accents, then lead to a series of social problems and increase speedly. On the other hand, it will need to strengthen the political, economic and social organizations to be solve these problems. To stisfy all of the people’s and units’ requirements, and solve all the contradictions and problems, eventually achieve the harmony and stability of society and science development, becomes the key issue in the modern society and the major issue.In mid and late90’s, our country established the new reform objectives--"small government, big society", began to establish and gradually improve the market economic system, at the same time, in order to adapt to the development of the society, we must put forward new demands to the function of the government. The government should relax the restrictions on society, give some affairs to the NGOS or other social organizations, these affairs are that the government havn’t enough energy to deal with or can’t deal very vell, but the NGOS can deal it well, then shift from "almighty government" to "limited government", make the government and social organizations more efficient, gradually developed into a real "service-oriented government". The transformation of economic system and the transformation of government functions, create the necessity for the survival of non-governmental organizations, and expand has provided a broad space for its development, on the fourth plenary session of the16th, our party central established a new pattern of social management--party committee lead, government responsible, social nongovernmental support and public participate, government departments and social unites collaborate and manage the affairs together, more managers of social affairs become the inevitable trend of social development today.As an integral part of the population, in order to better meet the requirements of its development, women gradually formed its own social organization--the women’s federation. As the mass organizations under the leadership of the communist party. Women’s federation contacts with the party, the government and women, like the bridge and link. In1995, the women’s federation had an new identity--"non-governmental organization", making women’s federation and government began to think about the problem of integration of social and organizational resources again, and how to join in the social affairs management with the superiority and strength of the organization to safeguard the legitimate rights and interests of women better, in the report of the17th national congress Chair man hu proposed that "to support trade unions, communist youth league, women’s federations and other people’s organizations to carry out the work in accordance with the law and articles of association, to participate in social affairs management, safeguard the legitimate rights and interests"; In the party’s eighteen meeting’report, pointed out that "support for trade unions, communist youth league, women’s federations and other people’s organizations fully give play to the role of the social management, better reflect the crowd’s sounds, maintain the legitimate rights and interests"; In the Chinese women’s tenth meeting,"joining in the social management "was be written in the articles of association of the all-china women’s federation. All of these is enough to show" the party, government and people’s deep attention, expectations and confidence to the women’s federation joining in social affairs management.Based on the big background "social affairs management pattern, the main body diversity", and the small background "non-governmental organizations become important social affairs management main body", with "women’s federation to participate in social affairs management" as the research object, my article mainly analyzes the advantages, disadvantages and the opportunities, threats of women’s federation in organization management and social participation,(SWOT analysis), then analyzes the problems in the social management, put forward reasonable explanation and strategies from multiple aspects, makes a good look of the future of women’s federation and provides some enlightenment and reference to the NGOS’management.
