Since the promulgation of Anti-drug Law of People’s Republic of China, according the released data of China’s Narcotics-Control Report, drug addicts are still increasing year by year, and drug addiction rehabilitation did not achieve good results. Compulsory Isolation Drug Addiction Rehabilitation as the main measure is concerned by the public. United Nations agencies published the "Joint Statement" in2012on close the compulsory treatment and rehabilitation centers, and call for the countries where exist compulsory treatment and rehabilitation centers to close these centers, carry out basic health and social services by voluntary in the community. In this paper, the measure of Compulsory Isolation Drug Addiction Rehabilitation is the study objective, for the existing difficulties and the problems of Joint Statement, use the theory and methods of bioethics to analysis and combine the writer’s14-years-working experience in anti-drug department of public security, then to evaluate the effects and moral of China’s current implementation of the Compulsory Isolation Drug Addiction Rehabilitation, probe some issues which existing in the practice of contrary to the life dignity, human right and labor dignity of life, in base of Human Dignity Theory to propose solution and promote reform suggestions, in hopping that this work can be modest contribution in solving the problem of high relapse rate and exploring new methods of Drug Addiction Rehabilitation, and force the practitioners for pay attention on the historical trend of the dignity and civilization of Drug Addiction Rehabilitation.Chapter1of this paper is to research the background, summary, meaning and method of this study, main work and innovations; chapter2is to describe the history and current status of Compulsory Isolation Drug Addiction Rehabilitation; chapter3, use the theory of bioethical to analyze the problem of Compulsory Isolation Drug Addiction Rehabilitation and explore the current Compulsory Isolation Drug Addiction Rehabilitation existing vary degrees of damage to the life dignity, human right and labor dignity of drug addicts in practice, and point out its effect is not as we wish facts; The chapter4is to describe the targeted experience of foreign advanced ideas and modalities; and present further specific measures to reform the current Compulsory Isolation Drug Addiction Rehabilitation, community drug treatment and community-based rehabilitation, and to make other recommendations, such as medical care and services to promote institution-based drug treatment; continue to adhere to methadone maintenance treatment alternatives; improve the living standard of drug addicts and eliminate social discrimination, further to implement the drug treatment policy of humanity, science, synthesis and concerned salvage.
