A Study On The Social Welfare Policy Of The Aged In China Based On Family Perspective

The elderly social welfare policy is a series of institutional arrangements and measures made by the government to fulfill the elderly’s material and spiritual needs. In China, with the advance of the socialization reform of the elderly social welfare, socialized old-age support has gradually become the main way to ensure the elderly’s later life. However, as the main provider of endowment resource in the traditional sense, the family’s pension function is gradually weakened due to the influence of social development and transition. Supporting family and reviving family pension function has become an important part in consummating our country’s elderly social welfare system.The study combines descriptive research and explanatory research and takes literature research and text analysis method to dig up the facts on the academic support of the social security and the sociology. With the help of social policy analysis model of input-output orientation by the American scholar D. Edith, the study researches on the absence of the family perspective of the elderly social welfare policy in China. And then it discusses how to reconstruct Chinese elderly welfare policy system from the family perspective and prospects the future development direction with the goal of supporting the family and improving the family’s ability to participate in care services.The result shows that there is a certain lack of the elderly social welfare policy. On the aspect of welfare ideology, the state hopes that the family reassumes responsibility for the pension, but it is difficult to find the support and more attention is focused on the use of social resources to guarantee the elderly individual welfare; on the aspect of the content, promotion and practice of policy, the family perspective is missing which includes the lack of taking family into policy consideration, the insufficient of prevention and early intervention and the overlook of the family’s overall development; on the aspect of policy impact, some problems appear that there are inefficient welfare resources configuration, family caught in the plight of inequality and family members arrested development and so on. Since social welfare policy abroad for old age from family support has been successfully put into practice, this study chooses some cases to discuss, including policies to support family caregivers, to encourage young and old to live together, to mandatorily support parents and community care services and the insurance policy. According to the above experience of these policies, this study puts forward the goal of supporting the family and improving the family’s ability to participate in care services and revive our country’s elderly social welfare system from the family perspective. The four aspects are as follows:establish specialized family organization to promote family welfare in the organizational dimension; improve the existing legal system to support its implementation in the legal dimension; provide material incentives to guide family old-age support in the material dimension; upgrade home care services to strengthen position of family old-age support in the service dimension.
