The Research Of Family Supportive Policy For The Disabled Elderly

"Pension difficult" has become a hot issue in today's society, the problem which we called disability of the elderly and aging of the disabled is much more complicated than before. The figures show, the elderly disabled family is one fifth of the total family,which faced with the "less income, spending big" question generally. The economic problem not only affects the individual endowment state of elderly people with disabilities, also affects elderly disabled living state of the whole family. The reason of this phenomenon is that disabled elderly mainly on family care in our country, this mode may cause the caregivers physiology, the psychological pressure is too large, so as to make ultra move, cause household instability and the phenomenon of social unrest.At the same time, the heavy family care makes caregivers can't play more talents in the society, caused the waste of human resources.Therefore, China needs of elderly family support policy for the disabled. Say from objectively, an increasing number of social risk, the gradual weakening of the family function, the paradox of social policy itself and the identity of the dual social vulnerable groups, needs the disabled elderly family support policy appears immediately. Say from subjective, the disabled elderly family support policy is the embodiment of the humanitarian values, help disabled elderly people integrate into society, help people promote the all-round growth of personal benefits. And care services provided by the family more than any other subject,aspect for the individual's preferences and inspiring spirit.At present, there are many issue for our country to built the disabled elderly family support policy. In theory, including the value theory of blood relationship, the family system theory, the theory of "pattern of difference sequence", the social support theory, energized social work theory. In practice, the policy orientation of the United States is comprehensive, the welfare of the UK, the rule of law of Japan, Quick Singapore, Warmth of Taiwan, all for our country to establish a reasonable scientific disabled elderly family support policy system laid the foundation.Therefore.in thispaper,the design of the family support policy for the elderly with disabilities——the first thing is the interpretation of policy issues,which means the policy of family support for the elderly with disabilities is in order to improve the welfare level of elderly persons with disabilities and their families.In order to promote social welfare and enhance the credibility of the state.to provide a more fair and free social environment and to promote the rational use of human resources.Followed by the design of the policy program,this paper describes the policy from four levels.First, the object of the policy should be the elderly disabled family.Second,the policy principle should be "should fill, is biased."Third, the content of the policy can be divided into for the disabled elderly, disabled elderly caregivers and families of elderly people with disabilities different supply.Fourth,the path of the elderly disabled family support policy which means build social support network that component by the government, the informal support, the public welfare service, the profit organization.In the end, it is an overview of other related issues,including the implementation of the policy need to pay attention to the financing problem, with the system, the service supply problem,and the corresponding policy evaluation system should be established.
