With the increasingly frequent and close international links, the erupt ofinternational crisis has become normality. How to deal with and regulate internationalcrisis is an important topic among international community. Occurred in1968,"Pueblo" crisis involving the two countries belonging to the separate confrontationalcamps, US and North Korea. However, this crisis did not lead to more seriousconflicts and wars. Relying on active reactions of America,through the negotiationsand consultations between the United States and the DPRK, this crisis was finallysolved peacefully. This is undoubtedly worthy of study and reflection.The evolution and process of international crisis are affected by different factors,also, the impacts of these factors of different levels on international incident aredifferent. if we can grasp the key factors of different levels affecting the internationalevent, we can clearly see the development context of international crisis. In theprocess of "pueblo" crisis management, the international crisis managementmechanism of America performed well, including the communications of informationand intelligences, consultations between policy maker and his aides, grasp andguidance of public opinion, and the coordination with Soviet Union. These factorsplayed a positive role in the successful handling of "pueblo" crisis. So we can getmeaningful references through the use of key factors analysis and levels of analysis tostudy America’s process with the "pueblo" incident.
