The development of grassroots democracy is a breakthrough of our country’s democratization process, in which the development of countryside democracy in the main form of the villager self-governance is particularly important. In 1980, the first village committee elected by the farmers spontaneously came into being in Guangxi. In 1998, "People’s Republic of China Village Committee Organization Law"(hereinafter referred to as the "village law") was formally adopted and implemented, and since then 17 years have just passed by. Villager self-governance system is designed to allow the villagers to manage a village, a township, and then a county well, and ultimately promote the whole development of China’s democratization process. What is undeniable is that the building of villager self-governance has made great achievements since it steps into the development phase of regulation establishment. However, the fact is that the development can be always accomplished by various problems. As for the reasons, we cannot ignore the economic, institutional, and organizational factors, but the deeper reason is actually the culture—the traditional political culture of democracy can not only affects the development and operation of countryside democracy, but can also affects the behavior and performance of each individual farmer in the political system. It is urgent to realize the modernization of the traditional political culture in our country in order to promote the healthy development of the villagers’ self governance in our country.
