Wang Fu is a well-known statesman and thinker in late Eastern Han Dynasty, and his masterpiece named Qianfu Lun (Discourses of a recluse) is a classical collection of political writings. The book can be called a comprehensive academic treasure for it contains the ideas of politics, economy, philosophy, ethics and so on. In this book, Wang Fu mainly presents the politics, economy, society, and forms of chaos from Qiang in Eastern Han Dynasty, and by getting through all his presentation we found Wang Fu not only inherit the Confucian political philosophy, but borrow the various political ideas of Taoist School, Legalist School, the School of Names, etc., and also he makes some constructive criticism on them. Among his own political thoughts, there are ethical implications, and that’s the paper concentrates on. This paper attempts to interpret his political ideas in an ethical way, which is hopeful to be a new research angle for studying Wang Fu’s thoughts and modern political thoughts.The first part is an introduction, which mainly introduces Wang Fu and his book---- Qianfu Lun (Discourses of a recluse). After a brief combing and comments of existed study outcomes, the significance of the subject will be described.According to the legitimacy issue, which is the philosophical basis to explore the issue of political ethics, in a macro perspective, the second part first illustrates its "Concept of Heaven and Man", which means to discuss the natural legitimacy of the political ethics through The Way of Heaven and The Way of Man; Then, from "People Foremost Values", it demonstrates the social legitimacy of the political ethics; And last, it shows the human nature origin of political ethics from "The Way of Man should be active", which provides political ethics with metaphysical theory.The third part of this paper discusses the value of Wang Fu’s political demands to establish "guide to good" and "guide to harmony" to be the values of political ethics. Besides, he adheres to Confucian Ethical values of "good" and "harmony", hoping the sage emperor and the shrewd officials to realize a society of peace and prosperity.Focusing on how to achieve a political ideal, the fourth part analyzes the morals of political behavior dominant, and imposes different ethical requirements on the Emperor, officials and the people; meanwhile, it offers institutional guarantees to the political ethics from both electoral and legal systems.An objective evaluation on Wang Fu "Talking" Political Ethics will be drew at the fifth part of this paper. Taken as a whole, it’s positive:whether the electoral system or People Foremost Values are relevant to the ongoing construction of a harmonious socialist society. However, facing up to its limitations is essential for researchers to get the real view of its political ethics.
