Research On Regulation Of Chinese Cultural Industry

In recent years, Chinese cultural industry develops rapidly. Its contribution to the national economic growth rate rise continually and it has already become a national strategic industry. But because the dual attributes of the cultural industry is "economy and consciousness", the development of cultural industry should not only focus on economic benefits, social benefits can not be ignored. The party’s the fifth Plenary Session of the 18 th CPC Central Committee clearly stated "to promote the coordinated development of material and spiritual civilization". Therefore, the development of cultural industry should focus on the subject of "core values" so tightly that the cultural industry can serve the economic and social development better.In this paper, we use Chinese cultural industry regulation as the research object, discuss the theoretical basis of regulation, applying the related theory of economics. The main role of the regulation is to optimize the industrial development environment, regulate the market order and realize the unity of social and economic benefits. This article expounds the contents and means of the regulation from two aspects of economic and social regulation, we summarize the Chinese cultural industry development and the regulation situation in order to reveal the present status of cultural industry, the trend of development and the emphasis of regulation. After then the main body’s strategy selection which is in the process of regulation is analyzed with the introduction of interest group game model. Meantime the paper analyzes the game process between regulation institution and cultural institutions, cultural enterprises. Finally, we propose the suggestion: improving the regulation system, relaxing the economic regulation system properly, strengthening the social regulation, constructing a comprehensive, coordinating regulatory agency and perfect the regulation policy and so on.
