After the Cold War, with the development of globalization and the progress of science and technology, as an important actor in the field of international relations,INGOs had a meteoric rise and become an important part of the international community. It played a very important role in the development of international relationships.Over the years, the traditional political and military security has been seen as an internal affair of a country. Compared with the research of environment, health and other aspects of INGOs, INGOs in the traditional security due to the sensitivity of its subject matter makes the research in this area is very difficult. But throughout the history, especially after the outbreak of the Cold War,INGOs in traditional security fields has made a significant contribution for the establishment and maintenance of international peace and security environment. And with the development of the international situation,after the Cold War,INGOs in this area will continue to maintain their own purposes to promote world peace and security and not paragraph efforts.This paper is divided into four parts for analysis. The first part mainly from the perspective of history and comparative law to discussed during the Cold War the development of INGOs and their classification. At the same time, this paper will treat the 1970 s as a time point, divided the Cold War into two time periods, and discusses the development of INGOs in the different time periods. The second part is mainly involved in the development of security mechanisms; coordinate the relationship between the body and the various actors; make up for lack of rational decision-governmental and international organizations; grass-roots democracy and other aspects of culture to discusses the role of INGOs in the maintenance of traditional security field. The third part mainly from the lack legal personality of INGOs;international mechanisms in the political interests and their own organizational capacity building to explore the factors of influence the INGOs’ functions. The fourth, in order to reinforce the main points of this article,this paper willtreat SPIRI as a example to discusses how the INGOs maintenance of international peace and security during the Cold War.
