At the end of July 1937, the Japanese Cabinet decided to surge in North China, to attack Chinese defenders of Peiping. The Chinese 29th army failed in the Nanyuan operations making the war a sudden turn for the worse condition. The situation of China is extremely unfavorable. However, the government security team stationed in Tongzhou East Hopei suddenly surrendered on the morning of 29th, the local puppet authorities was wiped out, which is called "Tongzhou incident". But to the incident, the evaluation on both sides make people unable to agree on which is right. The Chinese part hold more affirmative attitude, supporting it is out of the spirit of patriotism of corps; Japanese right-wing put the emphasis on the killing of Japanese civilians in the event, and some people even claimed that the Nanjing massacre is the revenge. The previous Chinese writings on the killing of Japanese civilians in Tongzhou incident were seldom involved, even though there are also many Japanese nationals and Japanese casualties will be the number of general merger, causing the Japanese blame which cannot be effectively dealt with. After all, avoiding is not the solution, which will only make the historical truth more whirling. In view of this, it is necessary to analysis the Tongzhou incident from the beginning to the end rigorously.
