China’s intangible cultural heritage safeguarding work is under the framework ofthe UNESCO. By introducing and analyzing community-involvement based protectiontheory and practice, the significance of the paper is meant to provide a theoretical andpractical reference for the exploration of dynamic intangible heritage protection theoryand practice.With the introduction and analysis of global intangible cultural heritagemovement under UNESCO framework, the paper is theoretically concluded that theconcept of community-based conservation plays a key part in the internationalintangible cultural heritage campaign. Community-involvement based protectionconcept demands respecting cultural symbiotic relationship on the basis of intangibleheritage and their cultural space and fulfilling full community involvement of the localpeople. The practice of safeguarding traditional crafts in Australia and Afghanistandemonstrate that intangible cultural heritage and traditional building environment hastypical cultural symbiotic relationship. The cultural space of the craft intangiblecultural heritage is composed of built environment, the natural ecological environment,social relations, cultural beliefs and folk culture.The paper further specifies the symbiotic relationship in history among thetraditional Dingbian paper-cutting craft, traditional building environment, craftsmen, aswell as the other components of the cultural space with the conclusion that traditionalenvironment play an key role in shaping the art style and decorative patterns ofDingbian traditional paper-cuting craft. And by comparing study of Chinese andforeign intangible heritage protection practice, the paper generates the way of practicing Community-involvement based protection concept for safeguardingtraditional Dingbian paper-cutting craft by the contemporary context.
