Benevolent government (Wang) and rule by force of dictators (Ba) is an important theme in Confucian political philosophy This two concepts are more an political definition than two describing vocabularies. In order to clear why Xunzi give the legal force to the "Ba", this article will explain the concept of rule by force of dictators of Xunzi.First, compared with Mencius purely from the point of moral to different Wang from "Ba", Xunzi has his historical judgment.Second,as the concept of Ba,Xunzi use "xin" to define it. This prove the rationality of the "Ba" in Xunzi’s theory.On the other way,"Ba" expand the meaning of "Xin" especially the characteristics of fulfilling the promise in the the field of politics. Except for "Xin" There are "Contract" and "Bo" in Xunzi’s "Ba"."Xin" and "Contract" are closely associated with each other. As for how to rule, Xunzi propose to use rite and law together.
