In the Post-Cold War, the sea right disputes of Indian Ocean between China, theUnited States and India became the geopolitical growth area in which these countriescompete for. In order to maintain the primary goal of controlling thalassocracy of theIndian Ocean, the United States implemented “power-balance strategy” in the IndianOcean Area, such that, it can keep the leading position in control over thalassocracyof the Indian Ocean through the assured dominant position of sea power in this area,and continuously act as the “offshore balance” to balance the sea-power growth ofChina and India and keep the state of “power balance”. Therefore, the Indian OceanStrategy adopted by the United States has a far-reaching influence over countries suchas China and India.In this Paper, we have made a comprehensive utilization of sea power theory,geopolitics and international political economics, adopted the methods of theory andpractice combination as well as comparative study, discussed the primary reasons forstrategy adjustment to Indian Ocean Strategy by the United States in post-cold warand also made a comprehensive analysis of the far reaching influence of Indian OceanStrategy of the United States over the two big countries, China and India.Through our study, this paper reveals that the primary goal of the Indian OceanStrategy of the United States is to obtain the leading position in control overthalassocracy of the Indian Ocean. The strategy adopted by the United States carrieswith obvious nature of hegemony though emphasis on co-operation strategy inrespect of marine non-traditional security threats, which caused dissatisfaction andindifference from other countries. Therefore, it will weaken the influence of theUnited States over the Indian Ocean area accordingly, what’s more, have an adverseeffects on the achieved function of the Indian Ocean Strategy adopted by the UnitedStates in the near future.
