In recent years, the research about the complexity problem is coming up to us quietly not only in the field of natural science, social science, but also in each field of the humanities. Nearly any field has its own complexity problem, complexity concept and complexity to study. Research about complexity has become a great change in the form of the human thinking.In the field of information system, as the application environment of the information system changes and information system develops, the application of the information system is being expanded constantly, the complexity increases fast. A lot of projects of information system fail during the process of developing. On one hand people lack enough attention and fundamental understanding to the complexity of the information system development. On the other hand, there is no valid model that can help project designer and developer carry on reasonable plan and time phasing at the beginning of the project.Under the background of the above, this paper analyses the development trends of information system and the development trends of research about information system by studying the forming and developing progress of information system, then summarizes three kinds of cognitive views that the information system develops, puts forward the Structure Model of the development system of the information system, Then analyzes the reason, essential characteristic and important problem demanding to solute of the complexity of information system in terms of the science of complexity. Finally the paper measure how system's complexity is by Function Points Model at the beginning of the project to help project designer and developer carry on reasonable plan and time phasing.In this paper, based on CTCO IIMIS, Function Points Model is used to measure the system's function scale and development cost. The result looks more unanimous basically with the actual development progress, this proves that the model can help project designer and developer carry on reasonable plan and time phasing at the beginning of the project.
