The Internet technology and related network technologies have been widely used in the world since the 1990's. Along with the rapid development of information technology in China, the Internet has become a hot topic for study and discussion. Intranet, which applies key Internet technologies, has also seen rapid growth in the enterprise and campus information system areas. However, resources in network IP addresses are being used up while new Internet users have growth at an exponential speed annually. This is especially so in the case of IP address resources in the campus network systems, which is limited in numbers, where illegal use of IP addresses often occurs. This has caused many problems to the users and network administrators. The effective use of IP address resources in campus network systems, and preventing the abuse of IP addresses have become an important problem to be solved, which is a special function of IP resource management.Today's technology offers us several solutions for IP resource management in the campus network systems. These include, mainly, DHCP (Dynamic Host Configuration Protocol), SIAA (Static IP Address Assign) and IP configuration management based on router, etc. However, they can not effectively solve the problems of IP address conflicts in LAN. In this thesis Static IP Address Configuration Protocol is introduced, which is different from the Dynamic Host Configuration Protocol.In the first part of this thesis, the working principle of DHCP and other management systems are analyzed. Their advantages are discussed. And together with some of its new functions, the theory of Static IP Address Configuration Protocol is explained in detail. A security management method of binding IP addresses, MAC addresses with the authorized access list is used. Using this method not only avoids IP abuses but improves the security of the campus network. It also provides management and control measures for administrators to monitor and authorize user access. Then the system architecture and general design are given. The software design and some relative techniques are described also.
