In this paper, the characteristics and key problems of signature management are analyzed in detail. Referring to WFMC workflow frame structure, a signature management system realization scheme based on workflow is designed.The process of signature is divided into five kinds of basic structures: sequence structure, condition branch structure, parallel branch structure, selection branch structure ,and circulation structure.A method to describe signature workflow model (a method to describe conditions and other factors with linking table) is put forward, which is considered to be facile, easily-realizing and easily-understanding. A definition of structure-validity of signature flow is given, and a method to check the structure-validity is given and realized. With this method, the structure-validity can be checked through one scanning. Based on the described method, a method to control signature workflow is designed.Exceptional instances, possibly appearing in signature workflow, are detailedly analyzed and sorted. Combining with the advanced transaction, the scheme of exception monitoring and processing based on different exceptional types are designed.Time constraint in signature management are closely analyzed and a method to solve time constraint is designed. Parameters transferred in the applying forms are analyzed, and the design idea and the specific realizing steps of dynamic creating forms are set forth.Using B/S structure, the system adopts an authority control scheme based on roles to ensure the safety of web accessing and the agility of authority control.An attempt that advances the agility and easy use of signature workflow management system has been done in this paper. Ideas and schemes put forward in this paper have been partly applied to the signature management system of CAEP (China Academy of Engineering Physics) Institute of Technology. The results show that the proposed method is effectiveness and efficiency. It has also established a foundation for further development of teaching management system.
