Today,the whole world is full of increasing business competitions. Innovation as well as effectiveness have been the new symbols of competition, whose essence being technological persons, information and administration, as a result, the methods to rise the levels of administration, effectiveness as well as the veracities and swiftness of messages have accompanied the utilization of persons with abilities, playing a very important role in the modern business world. This is the issue we are never going to neglect. Information, which has been the master of this time, is the bond as well as the activator. With the fast development of information technologies and network, computer has been a exactly indispensable tool in our daily lives when China's information industry is rapidly advancing. In these days of rapidly developing information, the OA technology has fundamentally changed in both its meaning and extension.
