The mobile payment means we can do a varies of commerce dealing including payment and transfer by short Message , IVR , WAP and other mobile channels.To realize the Mobile Payment, we found that there are still a lot of obstacles in practical payment with the studies from the point of view of frameworks of mobile payment in many countries .There are the limit of mobile terminal processor , the limit of bandwidth of wireless WAN , the complexity of mobile channels ,the lack of the flexible framework of mobile payment and the high cost of the developing the mobile payment of merchant . According to the Mobile environment , in the thesis, firstly a framework of mobile security-payment by bank card with two layers based on third party is given ,that is a qualified mobile electronic payment framework supporting authentication by user password, supporting transfer between the different user's bank and merchant's bank ,having the character of agility and safety .Secondly ,a particular resolve project of mobile payment based this framework is offered ,and it makes them easy that the enter of differentchannels and terminals and the developing mobile payment by merchant.The main works and achievements: bringing forward the framework of mobile security-payment by bank card with two layers based on third party ;making a hiberarchy and distributed reticulation architecture ;making a fast and safe communication project including connection by socket asynchronous communication , synchronous handle and backup channel ;making the mobile commerce payment protocol that consults XML and PPP technologies ; making a particular security project that is fit to current channels and terminals .Now an actual mobile payment system flat based on these projects offered above and its application have been actualized .It is the webimation mobile payment system .On the flat user can purchase a ticket online by his mobile terminal.
