The Joint Tactical Radio System Plan is motivated by U.S. Department of Defense to solve existing problems in interconnection and interoperability between ground, air and naval elements of joint combat force. The aim of the Plan is to develop a family of software-defined radios, which can support various advanced waveforms that operate in the frequency range from 2MHz to 2GHz. The radios will realize multiband multimode signals transport and also be compatible with traditional radios. Software Communications Architecture specification was issued in implementing of the JTRS plan, that provides an implementation independent framework for JTRS Software Defined Radios. In industry, the SCA specification is recommended by the Software-Defined Radio Forum to be a standard for development of SDR. The method of developing a SCA- based radio system is discussed in this paper.At first, the information about SDR is introduced. For example, thinking in SDR, functional structure, application areas and developing progress. All of this result in JTRS and SCA. Then, achievements, development trend and several key technologies about JTRS and SCA are introduced.The SCA specification is detailed in chapter three. Contents include hardware structure, software structure, core framework, domain profile, application programming interface, information security, etc. In the next chapter, developing and integrating tasks are divided into four areas according to responsibilities of developers in the system.Next, software development of the system is discussed. Tasks of the author include putting forward a software developing solution, constructing the developing environment, developing the XML parser library, implementing base interfaces in SCA CF module, modeling waveform in UML and proposing a software testing plan. There also is an instantiation which shows how to develop SCA-complicated SDR software on the OMAP platform.Finally, use-cases of JTRS are presented and some event flows of these use-cases are listed in the chapter six. All these can help reader to understand the functions of the SCA-complicated SDR system.
