With the approaching of knowledge economy era, More and more people realize that knowledge is a kind of asset, Knowledge management, as a new technology, aims at improving enterprise's capacity and enable to get access to the needed knowledge as quickly and expediently as possible, implementing the best disposition providing the very knowledge to the very person at the very proper time. But according to traditional knowledge management pattern, the information lacks a uniform semantic description. It is hard for user to find more relevant information resource and realize the information semantic fusion. How to assign the managed resource a machine understandable meaning to facilitate user to find what they really want, and according to the domain knowledge to realize the information semantic fusion, are challenging tasks for current knowledge management system.According to the disadvantage in the traditional knowledge management System, This paper has a embedded research about knowledge management system based on Semantic Web environment. Firstly, this paper propose a framework of ontology-based knowledge kanagement kystem after having a brief introduce to elementary concept and research actuality of knowledge management. This framework adopts four layers of structure in a semantic web environment, each layer one realizes the corresponding function. Through this framework, Semantic Web calculate environment, knowledge engineering, especially ontology and knowledge system of logic are well combined together.Secondly, to the intellectualized inquiry of knowledge management system, this paper introduces the algorithms about degree of concept similarity and relationship, and has improved the algorithm about degree of concept similarity. By introducing the algorithms about the degree of concept similarity and relationship, we can solve the problem which is hard to calculate in the traditional knowledge management system. Furthermore, this paper also researches the technology of semantic inquires. Its purpose is, through analyzing, comparing to different inquiry technology, to choose the suitable technological scheme for the semantic inquiry of knowledge management system.Finally, the paper realizes a proof knowledge management system based on ontology, which has adopted three layers of structure mode of B/S and XML grammar inside, ontology technology to describe the knowledge, rule, and inquiry on semantic.
