The application of internet in china has improved country's social life and ecomony greatly and rapidly. The appearance of Internet has already changed all respects of the whole world's political and economic life, and become one of the greatest inventions in this century. Internet has already become current economic development and one of the main motive force of social progress, praised as Industrial Revolution following vapour machine and electric revolution.Internet, as the appearance and development of a kind of new technological . phenomenon, our rule of development to it is also far from studying clearly. The study on Internet of China now, the majority still stays on the basis of the thing that research and analyze statically. The rule of development to Internet is far from involving. Analyzing the development of Internet only from static behavior, will often produce a lot of illusions , it causes very great losses to make policy for the economic decision and politics.
