This thesis discusses the solution of communication between teachers and parents by telephone network."Teachers and parents one line communication system" combines the opening of internet and huge number of telephone network providing high quality service by telephone network in very low cost.This thesis discusses the process of software and hardware's design and implement in detail from the requirement analyse. This thesis expatiates general standard software engineering theory of system exploring and relational call center technology and mostly discusses three following outlines: firstly, expatiates process particular designing process of the "Teachers and parents one line communication system" by data dictionary and particular telephone flowing; secondly, explains program designing process based on board by examples from designing, and specializes realizations of some general functions. Thirdly, discusses application model of the new voice composeing technology.This system has achieved anticipative requirement by testing. It has been used in a school.
