With the wide adoption of communication and computer technology, most transformer substation in electric department need less for maintain. So digital exchange system which is less users,high reliability and inexpensive have good foreground. In recent years, continuous improved and wide adopted of productivity of VLSI, the integrate chip which were very expensive now widely used in small and medium systems. So it is possible to explore that system describes above. The small digital programmable exchange system studied in this paper is suitable for electric department. The goal of this paper is to complete the design of the whole hardware system and clock class program. Firstly, the basic theory of digital exchange and the development electric system are introduced. Secondly, the hardware design project are deeply investigated, accomplished the main parts, such as, control circuit,exchange network,clock system, etc. Taken SCM as control centrum can depress cost and shorten explore periods;MT8980 as digital exchange network can buildup expansion to 240 gates; PLD as the clock unit for the whole system enhanced the reliability and stability significantly. Last, made the software design of clock class done.
