Today, we come into era of the network. The computer network develops dramatically and reaches every corner of the world. More and more applications are realized on the computer network, many totally new applications and services emerge on the computer network too; they make many unimaginable things into truth. While the computer network develops dramatically all around the world, our universities begin to construct our campus Ian, certainly include Wuhan University of Technology. Now many services and applications are running on our university's campus Ian, for example: one card through etc. Our teachers use the campus Ian for their daily work and students use it for study and amusement. But, the bandwidth of the network has never satisfied their users since the network was used. Our university's campus Ian was often blocked by the student's amusement on the network, at these times, the important services and applications of our university become very slow, some of them can not response, more serious, certain applications' system may collapse. While the total campus Ian bandwidth do not increase, this system differentiate the normal network user and the important network user, it always let the important user's application data packets pass firstly. This system is a distributed system, the level one system nodes is very near to terminals, the system can control the terminals very accurate. The level two system nodes do not control the terminals directly, they just deal with the data packets coming from the level one system nodes or other networks. In this way, the total amount of computation is dispersed, the system can be constructed with relative cheaper hardware. This system is transparent to network user, for example: this system do not occupy IP address resource, the user terminals will not receive the messages of the system, the other parts of the network, which include the system, cannot apperceive the system too. The system nodes communicate with each other in a special way, this way will be explained in detail in chapter 4.QoS theory and technology are used in this system, they are used to differentiate every kind of network applications. This system gives every kind of networkapplication a privilege level, it deal with every data packet according to this privilege level. This system use microkernel Minix operating system and remove unnecessary parts of operating system, for example: file system etc. This system only use the micro kernel of Minix. This system use specially programmed 3C589D network card driver. All of these almost make the system's performance reach its high point.
