Internet can only provide the same best-effort services for all traffic and not ensure the transmission quality of video and audio of video conference system, which becomes a big obstacle to the development of video conference system based on H.323 increasingly. For this reason, this paper combines with the research and development of QoS controlling model for the distributed video conference system of ZTE corporation and dedicates to how to provide point-to-point QoS for video conference system based on H.323This paper studies how to offer video conference system based on H.323 with point-to-point QoS controlling in IP network and terminals of video conference system. On the one hand, this paper analyzes the architecture and leading technologies of QoS controlling and puts forward to QoS controlling model for IP network and IP network architecture supporting point-to-point QoS as well. Subsequently, we bring forword a new QoSR arithmetic based on constrained interval and give detailed testification and simulation. On the other hand, this paper study the QoS controlling technologies for terminals of video conference and accomplish the design and development of QoS controlling model for video conference system. Then the QoS controlling model is tested and analyzed in detail. The result of test and application shows that the QoS controlling model can eliminate the influence to the replay of video and audio of terminal caused by dynamic change of network which has delay and jitter for a certain degree effectively.
