| Electromagnetic Campatibility(EMC) technology is a new scientific field which is developing rapidly. To solving the EMC problem, we must be professional for its content of high technical. EMC is a kind of study domain commixed many sorts of knowledge, including informatics, electritechnics, electrics, communications. It's based on several sorts of theories, such as mathmetics, electrimagnetics, antenna and electric wave spread theory, electrical circuit, signal analyse.Expert System(ES) is a procedure system which armed with plenty of professinal knowledge. Used its knowledge, artificial intelligence technique be applied, ES can deduce and make decision to solve complex problem. The research of the EMC Expert System Frame is advanced nowadays. It is a new way to popularization the knowledge of EMC and to resolve EMC problem. The software system developed take use of VC++,a kind of OOP language integrated environment, and achieve the functions of deduce, explain, compute and inquire that are expected to be included in an Expert System. Taking the normal EMC problem for example, the system brings forward its convenient countermeasure to resolve. The system can direct the EMC designing to some extend and it is a base of father practical expert system in relative field.Firstly, the article describes the developing situatioin of the study in EMC and outstanding the signify meaning of this task. Secondly, article alanyses the expert system theory. In this part, I list the problem need to deal with when developing ES, such as knowledge express and deduce method, you can find the theory fundation of the system in the part. The third part of the article is about system software design. I emphasize the defuce mechanism for it is the core of system. In succession, I describe the function and its methods to carry out in detail, additionally, the evaluation of the system function be gived.
