Created in 1996, RFA is funded by Congress, nominally, as a private nonprofit U.S. corporation, which is practically operated by the International Broadcasting Bureau (IBB), a grant from the Broadcasting Board of Governors, a politically bipartisan body appointed by the President of the United States.The rise and down of Communism in the Twentieth Century in Europe gives the governors of America inspiration. The Governors of U.S. have seen the success of Radio Free Europe and Radio Liberty in broadcasting the message of freedom and democratic principles to people fighting against Communism. Scores of former dissidents, analysts, and statesmen believe shortwave radio broadcasts helped nurture democracy behind the Iron Curtain.Radio Free Asia designed to emulate Radio Free Europe/Radio Liberty's success, which is critical to the efforts of those in America trying to establish the global overlord in the new century, by providing news and information to set the standards for selected areas in Asia. Current broadcast languages are Mandarin, Cantonese, Burmese, Khmer (Cambodian). Lao, North Korean, Tibetan, Vietnamese and Uyghur. Which mainly focus on China.Unfortunately, the academic circles of journalism in China, as far as the issue is concerned, take no interest in the study of RFA because of either the limit of the system or the vacant attention. Study of Radio Free Asia opens a new field in journalism.RFA is trying to attain it's goal by strict control from the government and skillful operation in broadcasting which inherited from Radio Free Europe and Radio Liberty. The research focuses on the studv of the media control and the skills ofmedia operating.To begin with, RAF housed Scores of the dissidents, analysts, and statesmen betraying from China,. The surrogate domestic services today, directed by editorial orientation of RFA, inherited from Radio Free Europe and Radio Liberty which are thought to have deprived Soviet-bloc regimes of a monopoly of information, undermined popular trust in communist rule, and spawned dissident movements that grew in power, attempt to undermine the people' trust in communism by selected information and commentary at the will of deliverers. It is illuminated by means of agenda setting and Frame Theory in the paper.Next, the purpose of RFA, as the governors have been declaring all the time, is to deliver accurate and timely news, information, and commentary, and to provide a forum for a variety of opinions and voices from within Asian countries and RFA focuses on events occurring in those countries. RFA is to promote the rights of freedom of opinion and expression including the freedom to seek, receive, and impart information and ideas through any medium regardless of frontiers. Indeed it is not the case. Relying on the media power, the hosts build their media public opinion by one man' talking and the other man' silence from the listeners, which is illustrated by spiral of silence in the paper.The encoding of RFA is based on America's political and cultural environment, especially on the people who make it, which is analyzed by Hall Mold.America government is controlling RFA powerfully by all kinds of means. With the support of Congress in economy, RFA don't have to rely on listener contributions, and the possibility of listeners' ability to shape programming has completely disappeared.
