Video coding standard is the main factor for the application of video technology, and its the base of technical communication in home and in international. The constitution of MPEG-1 standard result the development of VCD; MPEG-2 standard is the precondition of the development of DVD, digital TV and HDTV; MPEG-4 standard result a large number of video applications which are based on internet; H.263 standard play an important effect on video conference.H.264 is a new developing video coding standard, i.e. 14496-10, and aims at proposing a high quality and low bit rate video compression standard by researching into the existing coding technologies. H.264 has been the focus in the video compression area, and has a bright future in digital media market. So it is important that research into H.264 and implement the fast H.264 encoder.Firstly, some video coding standards are briefly described, and then H.264 is introduced in the paper. The core technologies of H.264 are analyzed by some experiments and some conclusions are given for fast algorithm design later. Design and implementation of a new fast motion estimation algorithm is the focus of this paper. Special considerations havebeen paid on key issues in design of fast motion estimation, such as search mode, motion modules, speed up strategies, and forth on. At the same time, some good fast search algorithms, like MVFAST (Motion Vector Field Adaptive Search Technology) and PMVFAST (Prediction MVFAST), have been studied. By improving search mode and speed up policy, CMS (Compound Mode Search) is proposed. The new algorithm is better than the former algorithms in speed and quality. Based on the above work, a fast H.264 video encoder is implemented.All of test results are given in this paper. It is proved that the fast H.264 encoder is faster than H.264 reference encoder by 3 to 5 times.
