Air Traffic Control (ATC) is a system performing especial mission. Presently, ATC systems used in China are all made by several foreign corporations. The ATC system argued in this paper is born in that situations. Radar Image Display and Control (SDD), as an important sub-system of ATC, manages data from different sub-systems, and shows the managers with the entire state, and at the same time, accepts the instruction of managers. As a member of the team researching and developing the new generation of ATC system for China, the author devotes his energies in the work of Radar Image Display and Control (SDD), and wish to discuss some important problem in it.This paper first introduces what is ATC system and the present status of ATC systems in China, then sets forth the design and structure of the new SDD sub-system which is the interface between users and the data from other sub-systems such as FDP and MRDP etc, based on the research and adjustment to the actual environment. Important technical points of SDD are presented in detail.After describing the system structure and function structure of the new generation ATC system we focused on the SDD sub-system itself. Firstly, external data streams are described. Secondly, interior system structure is made clear by the point of view of events drive. Finally, we try to explain the research and application of some key issues.This system has been put into use at quite some airports such as GUILING, CHENGDU, CHONGQING, KUNMING, HAIKOU etc.
