Study Of Algorithms On Vehicle Plate Location And Characters Segmentation

The LPR(License Plate Recognition) system is studied in detail in this paper. The system can recognizeseveral kinds of Licese Plate of vehicles through Digital Image Process, digital morphology and Patternrecognition etc. It can be used at a lot of occasion which is related with vehicle management. Comparedwith traditional vehicles managing methods, it saves manpower and material resources, realizesscientific management and ensure traffic order. It has comprehensive application prospect.The LPR system is composed with vehicle plate capture, license plate recognition module, databasemanaging and data transfer through net etc. This paper studies on the algorithms of license platerecognition module. The module is composed with image pre-Process, plate location, char segmentationand char recognition.The algorithms of Plate Location and characters Segmentation is studied systemically in this paper.In Plate Location part, this paper proposed an improved algorithm based on edge detect and projectionafter comparing several algorithms in existence.In Char Segment part, after several representative algorithms in existence is studied,a tactic is proposed,which is combined with Connect Region, Projection and static bounds algorithms.The experiments show that the method proposed by the dissertation can attain a quite high rate.
