21~st century will be the Ocean Century, people pay more attention to the exploitation of ocean for getting more resources. The exploitation involves many factors, the wave-height and tide-level are the two of most important factors among them. During 1999-2000, researchers in Electronics Department of East China Normal University took the 818-projects of National-863-Plans and a Ku-Band Microwave Wave-Tide-Meter was manufactured by the end, which can be installed on the coast or on the boat. The equipment decides the height of the wave by the Doppler signal reflected from the ocean surface and gets the tide-level result based on radar measurement principle.In this paper, a reconstruction is applied to the former system both in hardware and software. A digital signal process system based on DSP is employed, so that the host can use the digital signal process methods such as FFT to analyse the data aquried, obtain the characteristics and the final result. As to the circumstance on the boar, an acceleration -adjusting method is brought forward. The ICs used in the system include TMS320C546, TL16C752B, MAX3160 etc.As a whole, a little further step and some attempts have been made in this paper, there are still some aspects which can be improved in the future.
