With the development of broadband IP telecommunication technologies, multimedia communication progresses rapidly. Packet loss over IP network can degrade the quality of video data. This paper deals with the technique of packet loss resilience for H.264 video communication. Firstly, we discuss the FMO (flexible macro-block order) model and picture segment methods in the packet loss environment. Secondly, a new FMO model is introduced: one picture can be rearranged to two network adaptive layer (NAL) unit by its macro-block type. One NAL unit is background Slice, the other unit is foreground Slice. When the background Slice is lost, we only use the background message to conceal the lost macro-block while using the right information in the current picture. So we can improve the quality of video communication. After that, we introduce some methods to conceal the lost slice-group in decoding program. At last, the problem of realization and optimization of H.261 video codec on TM1300 is discussed.
