In telecom networks, the resource of communication equipments could be usedsufficiently by good algorithms or strategies of resource management, so the whole systemmay reach the best. At present, the technology of resource management has been researcheddeeply in all communication system, and applied widely. Some good algorithms andmodules have been put forward. To distributed system, resource management is also necessary and one of keytechnology. The resource in distributed system has its own characteristic, for example:independence, not influencing each other, and integrated to outside etc. The thinking ofcluster system may give resource management method of distributed system a goodreference. In general, the cluster includes one control node and some distributed computenodes. So use the thinking in the design of resource management method of distributedsystem, there will become two levels management—resource scheduling in macro andresource controlling in micro. According to this principle, a resource management moduleused in distributed system is put forward in this paper. In the resource management module, load-balancing problem is researched withemphasis. Round-robin algorithm and least tasks first algorithm are two popular methods atpresent, but which exist some disadvantages. For example, Round-robin algorithm does notconsider the difference between tasks or processors, which could make load unbalancing.And least tasks first algorithm also does not consider the difference between tasks. So thenumber of tasks does not reflect the load directly. Therefore, the concept of LW (load weigh)is introduced to describe the load state of each processor node more accurately, and thethinking of mapping the QoS of tasks to weight is described in the present paper. Furthermore, an effective load balancing algorithm, least LW first algorithm, is given. And a taskschedule algorithm based on LW table is discussed. At last, the simulation results show that IIthis algorithm is prior to the front two algorithms. Finally, the resource management module and load-balancing algorithm put forward inthe paper are applied when we realize the distributed UMTS-MSC Server. And at the sametime, some development strategies are given, such as the memory management, the datamanagement and the Hash algorithm.
