The existing value-added business billing system mostly uses central billing method or the simple round robin scheduling cluster plan, its configuration management, system performance and reliability can not meet the requirement of the ever-developing business. And the traditional load balancing system is brought forward mainly to resolve the network congestion caused by the big scale concurrently network accessing and its design mainly considers the controlling of the network traffic, so, it is not suitable to the value-added business billing system.The value-added business load balancing billing system is focused on how to promptly processing mass data. It mainly aims at how to deal with massively bill of documents. There are great differences between this and the traditional load balancing system. When designing the value-added business load balancing billing system, this kind of difference must be considered.Based on the researching about basic principle of load balancing system and the algorithm about load balancing system, in view of the value-added business billing system concrete characteristic, the self-adaptive load balancing algorithm is designed. And then the self-adaptive load balancing algorithm is implemented in the laboratory system of a mobile value-added business billing and the laboratory system is systematically tested and the performance is valued. The result proves that the provided self-adaptive load balancing algorithm occupies low computer resources, and the system is reliability so that it is adapted to the special environment of the value-added business billing system.The self-adaptive load balancing algorithm bases on negative feedback basic principle. Decision is made according to the usable resources and the load status of the load server nods. The task is priority assigned to the server nod with the lowest load so to adapt the fluctuation of the load dynamically when scheduling the load. The server resources of all the nods are fully utilized and the immediate response to the task is ensured after the adapting of the self-adaptive load balancing algorithm.
