Along with thorough application of computer technology and with the quick universality of the Internet, it's the development trend applying GIS to the Internet by all means, and also the necessary way to realize the "digital earth" serving the society.XML (eXtensible Markup Language) is a recently recommended by W3C, and is the next generation Internet language. It offers a kind of new exchanging data standard through Internet. It's permitted to establish the special data format for particular application by XML and transfer the structured data between servers. Having resolved many problems that exist in traditional WebGIS System by making use of XML, it's effectively to advance the WebGIS development.SOAP is Simple Object Access Protocol based on XML. SOAP offers the standard module package model and the mechanism that coding data in the module, defines the simple mechanism that presents application semantic. The applications can communicate each other based on diversified modes.This paper analyzes every kind of current WebGIS system architecture and its merits and shortcomings, integrates the new application technique and the WebGIS system strategy trend, exerts the component technique and the loose coupling system design thought, and puts forward the new WebGIS system based on XML and SOAP.That system regard XML as the data presentation, SOAP as the communication protocol between applications, resolving many problems existing in the traditional WebGIS system, such as the long-distance data interoperation and communication between different applications on cross-platforms. The system architecture matches the WebGIS system development trend, with the characteristic of irrelevant platform, expansibility and easy integration.
